Authorization of Telecommunications Services

I came across the document "Authorization of Telecommunications Services" as I was looking for reading on the second theme, and thought it might be of wider use. It's available here.

  1. Regarding the competitive process for spectrum award licensing; mostly considered by the options of :

    • The Beauty contest – Comparative selection
    • The Auction, where the licence is awarded to the highest monetary bidder

    If you remember the auction for 3G-UMTS spectrum licensing in Europe (around the year 2000), where the prices were incredibly high (raised around 22.5 billion GBP in the UK and around 30 billion GPB in Germany), it was good money for the regulator and the governments but not for the telecomm market itself. Operators had no more money to buy new equipments and/or upgrade their existing equipments and therefore it impacted the telecom vendor’s source of income required to develop the new technology! The operators had to go for the bid, due to limited number of licenses, otherwise they would have been out of the next generation of mobile telecommunications.

    For LTE, roaming will be an interesting issue!! Where there are too many licensed spectrum bands :-)
